Serbia, Kosovo Progress on Improving Ties but More Work Needed

The leaders of Serbia and Kosovo have agreed to a deal brokered by the European Union (EU) to normalize relations, but more talks are needed on the implementation, Josep Borrell, the high representative of the EU for foreign affairs and security policy, said on Monday.

Following the tri-partite meeting Monday afternoon with Serbian President Aleksandar Vucic and Albin Kurti, the prime minister of Kosovo, Borrell told journalists that both leaders had shown “responsible behavior and readiness to find solutions.”

However, the annex on implementation was “an integral part” of the deal that still had to be finalized, he said.

“I hope the agreement can also be the basis to build the much-needed trust and overcome the legacy of the past,” Borrell said.

Another three-partite meeting will be convened in March with the aim of finalizing the implementation annex, he confirmed.

In the meantime, “both parties have agreed to refrain from any uncoordinated action that could lead to renewed tensions on the ground and derail these negotiations,” Borrell said.

He added that the agreement is important for the security, stability and prosperity of the entire region and it shows that “progress is possible.”
